We are looking for a Waste Characterization Analyst (WCA) to provide technical support ensuring the radioactive and hazardous waste generated from LLNL operations is packaged and characterized in accordance with applicable requirements. You will be responsible for interpreting Resource Conservation and Recovery Act (RCRA) regulations and DOE Orders pertaining to the management of radioactive and hazardous waste. You will be part of a team of highly qualified waste characterization professionals who provide a wide range of waste characterization services to the LLNL waste generator community. This position is in the Radioactive and Hazardous Waste Management Division (RHWM).
- Participate in the waste characterization process to ensure that LLNL generated waste streams are properly characterized and managed according to RCRA regulations and DOE orders.
- Prioritize day to day work assignments to ensure that overall waste processing goals are met.
- Collaborate with LLNL waste generators, field technicians, and ES&H professionals to provide technical guidance and solutions for the management, transportation and disposal of hazardous, radioactive and/or mixed wastes.
- Analyze radiological and chemical data of limited complexity and determine the safest and most cost effective management methodology.
- Work collaboratively with other team members within the RHWM program to provide innovative and cost effective solutions to technically challenging waste management problems.
- Provide technical support to the LLNL radioactive waste non-destructive assay program. Perform analysis of assay results to determine radioisotope types and activities in radioactive waste containers.
- Provide technical support to the LLNL waste stream based characterization program including the continued development and improvement of the supporting electronic database.
- Prepare waste sampling plans using the Data Quality Objectives process in accordance with EPA guidelines.
- Perform other duties as assigned.
In Addition at the TSS.2 Level
- Interpret moderate to complex radionuclide data to determine the proper characterization and dispositioning of radioactive and mixed waste.
- Perform validation and acceptance of chemical and radiological data packages.
- Prepare technical documents describing characterization methodology and representing the program in technical discussions with various stakeholder groups (regulators, disposal sites, DOE).
- Bachelor of Science degree in chemistry, nuclear engineering or related scientific field, or equivalent combination of education and experience.
- Knowledge of fundamental concepts, techniques, practices and procedures for waste characterization and disposition pathways for typical organization-generated hazardous and radioactive waste streams.
- Experience interpreting radiological and chemical analytical data to optimize the management of radioactive and hazardous waste.
- Knowledge of commercial and government owned treatment storage and disposal facilities’ waste acceptance criteria in order to optimize an organization’s waste characterization systems.
- Sufficient verbal and written communication skills, necessary to effectively explain and present waste characterization related data and strategies to an audience of varying technical abilities.
- Ability to effectively collaborate in a multi-disciplinary team environment engaged in the characterization of radioactive, hazardous and medical waste.
In Addition at the TSS.2 Level
- Experience supporting waste management aspects of Decommissioning and Decontamination projects.
- Comprehensive knowledge in applying health physics concepts to waste management applications and/or comprehensive knowledge of environmental regulations and the application of regulations to the characterization of waste.
- Experience in project plan development and management.
Desired Skills, Knowledge and Abilities
- Fundamental knowledge of TRU waste management including transportation/disposal requirements.
- Intermediate knowledge of non-destructive assay systems and data interpretation.
- Experience working with database systems designed to support waste characterization and management activities.
Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.
Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.
Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.
